State-controlled Russian oil producer Rosneft has submitted a sole bid for the West Irkinsky block in East Siberia, aiming to get a 27-year exploration and development licence for the asset, which lies close to its other acreage in the region, writes Vladimir Afanasiev.

According to the Ministry of Natural Resources, Rosneft is to pay 403 million roubles ($6.1 million) for the licence.
