A 22-page tender document was sent out to 15 contractors in mid-July and responses arrived back at SEIC on 15 August, said project sources. Three separate contracts are set to be awarded on 1 October covering project management services, definition engineering -- essentially FEED -- of onshore facilities and definition engineering of the offshore facilities needed on the Piltun-Astokhskoye and Lunskoye fields, which between them hold some 1 billion barrels of oil and 14 trillion cubic feet of gas.

THE AMBITIOUS $9 billion plan to develop fully the huge oil, gas and condensate reserves held on the Sakhalin II block in Russia by 2006 took a major step forward this week when bids for engineering and project management services landed on the desk of operator Sakhalin Energy Investment Company.
