The Senegal government is understood to hold the key to settlement of competing claims to the Rufisque Deep permit and, by extension, the terms offered to the merger between PetroNor and African Petroleum (APCL), writes Barry Morgan.
“Figures are moot as the government will not step forward until the (merged entity) formally constitutes its new board which it cannot do before September as everyone remains on holiday through August," one insider close to the transaction told Upstream.
