In the past, local bosses were allowed to do their own thing but it has been obvious for some time that radical changes called for from the top were not being implemented on the ground. The closures are an attempt to take power back to the centre. Will it work? The equity market has given Shell the benefit of the doubt so far with shares moving up around 5% since the restructuring was revealed last week.
