SMOE is a part of the utilities wing of Singapore-listed engineering services giant SembCorp Industries.
SMOE has struggled in the last 12 months with low orders and delays on some if its fabrication projects, and its parent company has previously said it was focused on a "turnaround" at SMOE in 2005 .
