The United Nations Department of Economic and Social Affairs and the Syrian Ministry of Electricity developed the plant under a three-year project funded by the UN Development Programme (UNDP).
The UNDP is working with the ministry to arrange a meeting of donor countries and organisations to raise funds for the plan's implementation.
The plan focuses on wind and solar power since Syria has limited water resources.
