Teixeira was, as secretary of state for tourism, environment&investment, Alkatiri's right-hand man in establishing the fragile country's petroleum industry.
He led East Timor's negotiating team in talks with Australia over the maritime border that led to an agreement on the development of the Greater Sunrise gas fields in the Timor Sea.
He is also one of three joint commissioners for the offshore joint petroleum development area shared with Australia the area that contains the producing Bayu-Undan and Elang-Kakatua fields, and where new exploration blocks are soon to be awarded.
