China National Offshore Oil Corporation (CNOOC), Tokyo Gas, local company First Gen, a partnership of local company Cleanway and Resiro, Vires Energy Corporation and Carmine Energy are among the 10 that have expressed interest, as is the state-owned Philippine National Oil Company (PNOC).
