Uganda National Oil Company (UNOC) is building a foundation to facilitate indigenous participation in the country's oil and gas industry, writes Barry Morgan.
Local content will be allocated 10% of the score when evaluating licence bids, says Petroleum Authority of Uganda senior legal counsel Isaac Kabuye, and companies are encouraged to “unbundle” contracts to reduce the scope of work and thus encourage local participation.
