A government official told Upstream that while the government granted licences to four consortia to build offshore wind projects in the eastern Chinese province of Jiangsu in the nation’s first offshore licensing round last year, none of them have started construction, partly due to offshore access constraints.
“Some (of the developers) can’t find suitable sea space to build their projects,” he said.
